Job Description
Reporting to the Vice Chancellor of Business Affairs, the Associate Vice Chancellor (AVC) for Facilities Management is a senior campus leader and part of the Chancellor’s Leadership Team. The AVC is responsible for leading a department of more than 450 employees and ten direct reports. The selected candidate will oversee a Facilities Management budget of approximately $48M annually and a Utilities Fund budget of $15M. Current major capital projects include a $56M renovation and expansion of a computing and engineering building (Burson) and a $55-80M football stadium expansion. The University is in the final phase of developing its next ten-year master plan and the AVC will have the opportunity to shape and implement that plan.
Facilities Planning
- Serves as the principal advisor to the Vice Chancellor in developing the facilities master plan for the University.
- Develops a comprehensive capital improvement program to implement the master plan and multi-year maintenance and repair programs to ensure facilities remain functional and comply with State codes.
- Develop renovation and modernization plans to ensure facilities support the mission and vision of the University.
- Participates in the total University planning process and integrates facility needs into the process.
- Develops goals, objectives, strategies, and action plans to continuously improve facilities and services in support of the University’s goals, Business Affairs’ goals, and the Academic Plan.
Maintenance Operations
- Manages the operation and maintenance of the University’s physical plant including building structures, heating and air conditioning, utility systems, roads and grounds, housekeeping, waste disposal, and recycling.
- Manages a preventive maintenance program to keep all campus facilities and infrastructure functioning properly.
- Oversees facility repairs to ensure the campus provides a quality learning, research, and community service environment.
- Supervises the housekeeping and grounds functions to ensure campus appearance, cleanliness, and image are first-class.
Construction
- Manages construction and renovation programs to meet the present and future needs of the University.
- Oversees project design using both in-house and contracted architectural and engineering services for capital and informal projects.
- Manages construction programs to ensure projects are completed on time and within budget.
- Oversees both in-house and contracted construction to provide quality, cost-effective products.
Utilities
- Ensures reliable utilities are provided to the campus including electricity, water, sewer, and natural gas.
- Negotiates and coordinates with off-campus providers for the best possible rates and service.
- Oversees the maintenance of the University-owned distribution systems for electricity, water, and sewer.
- Oversees the operation and maintenance of a central steam plant distribution system and several regional utility plants.
- Develops and implements energy-saving measures to improve efficiency and reduce costs.
Environmental Sustainability
- Leads the University’s environmental sustainability efforts.
- Oversees development of the Environmental Sustainability assessment and action plan through the University’s Sustainability Officer and Committee.
- Ensures that the University is following best practices in the areas of energy management and water conservation, pollution prevention/environmental compliance, land preservation and conservation, alternative fuel and low emission vehicles, construction practices (green buildings), waste reduction and recycling, and purchase and use of environmentally preferable materials.
Administrative
- Exercise full budgeting and spending authority over the Departmental funds including operating, salary, utility, and construction projects.
- Exercise hiring authority over positions authorized in the Department.
- Exercise approval authority over the design of campus improvement projects.
- Exercise approval authority over all capital construction and renovation projects on campus.
