Job Description

Mapper/GIS Technician to update the County’s Geographic Information System (GIS) and ensure correct ownership in the Land Records System, and research issues that arise involving the accuracy of existing parcels and right of way. If

RESPONSIBILITIES:
Update and maintain GIS by completing all land splits, subdivisions, and property adjustments by using
recorded deeds, plats and other legal documents

Maintain parcel identification numbers, annexed areas, right-of-ways, and acreage information used for
assessing land value

Maintain correct property ownership information within deed files, GIS, and Land Records/CAMA software

Research deeds, plats and other legal documents to clarify information and confirm that data shown on GIS is accurate, as needed

Provide general and technical assistance to the general public, other county departments and external agencies concerning real estate transactions, mapping issues and resolutions, and property location

QUALIFICATIONS:
Bachelor’s Degree in Geography, Computer Information, Math, Paralegal, or other related degrees that
demonstrates the ability/aptitude to perform technical land records mapping; OR

Associates Degree in Geography, Computer Information, Math, Paralegal or related degree and one year of
work experience that demonstrates the ability/aptitude to perform technical land records mapping; OR

Graduation from High School or GED equivalent and two years of work experience that demonstrates the
ability/aptitude to perform technical land records mapping

ADDITIONAL REQUIREMENTS:
Excellent critical thinking and visual analytic skills
Ability to interpret ownership transfers from deeds, death certificates, and wills
Strong detail orientation and capacity to enter data accurately
High ability to work independently, remain focused on tasks, organized, and manage time constraints
Excellent customer service skills
Computer savvy; ability to learn ESRI (ArcMap/ArcPro) software and other new technology
Ability to work on projects with defined boundaries/rules
Considerable knowledge of standard practices used in land surveying
Considerable knowledge in cartographic principals
Ability to explain and interpret real property transfer policies and methods to the general publicThis position involves light work, lifting up to 20 pounds

SPECIAL REQUIREMENT:
Certified North Carolina Property Mapper or ability to obtain certification within two years of employment.


PREFERENCES:
Knowledge of IAS World Land Records/CAMA software
Experience in Land Record mapping using ESRI (ArcMap or ArcGIS Pro) software
NC Department of Revenue’s “Fundamentals of Listing and Assessment”
